This invitation for expression of interest follows
the general procurement notice that appeared in
UN Development Business Online, on
February 2, 2006.
The Republic
of Iraq has received a credit from the International
Development Association (IDA) toward the cost of the
Emergency Road Rehabilitation Project (ERRP), and it
intends to apply part of the credit proceeds to
payments under the contract for the procurement of
consulting services for construction supervision of
the Um Qasr – Az-Zubair highway upgrading (82 km).
The existing carriageway between
is one of the most important roads in the southern
parts of Iraq with the total length of about 82 km
The main objectives of the consulting services are
the following:
Task 1:
Review the detailed design and tender documents for
the project, and comment on any issues, mistakes or
improvements that, in the opinion of the Consultant,
need to be addresses during construction to secure a
successful completion of the project.
Task 2:
To assist the client
in contract award and any negotiations with the
successful contractor to facilitate a speedy
start-up of civil works.
Task 3:
Construction Supervision:
·
Supervise the works contract to ensure that the
executed works comply with the approved design,
specifications and sound engineering practice;
·
Ensure
proper programming, recording, measurement and
accounting of the works by appropriate management
and measurement techniques, reporting;
·
Prepare
final construction report and compile a full set of
as built drawings of all completed works;
·
Monitor
the environmental impact mitigating measures during
implementation.
Task 4:
Supervise any remedial works carried out
during the defects liability period. Assign
personnel to carry out intermediate and final
inspection and preparation and issuing of completion
certificates.
Task 5:
Training Of Counterpart Staff.
The Consultant shall organize and
undertake theoretical and on- the-job training for
qualified counterpart engineers seconded by the
Client during execution of the works contract.
The invitation for Expressions of Interest is open
to firms and joint ventures from all eligible
countries. Interested firms are hereby invited to
submit their expressions of interest. Further to
this invitation, one short list for the contract
will be established and the short-listed firms will
be formally invited to submit proposals as per
Bank’s Quality and Cost Based Selection (QCBS)
procedure in accordance with the Guidelines -
Selection and Employment of Consultants by World
Bank Borrowers (May 2004 revised October 2006). In
order to determine the capability and experience of
the consulting firms seeking to be short-listed, the
information submitted is to include the following:

Company
information: name, status, address, telephone
number, facsimile number, year of establishment,
contact person for the project, Financial Statements
/ turnover for the previous 5 (Five) years, number
of permanent staff per qualification category and
part-timers, fields of expertise;

Details
of experience in similar assignments undertaken in
the previous 5 (five) years (preferably as per the
World Bank Format), including value of consulting
services, location, number of staff involved in the
contract, name of the Client, name of partners for
contract execution and share of services (including
specific role in joint venture or subcontracting
associations), source of financing, type of services
provided, contract commencement and completion
dates, brief description of the contract;

Certificates of Completion and/or letters of
recommendation for the relevant projects duly signed
by Clients with Clients address and phone/e-mail;
·
Curricula
Vitae (short version) of staff who will be available
to work on the assignment;
·
Form of
association (sub-contractor/joint venture partners)
for the execution of the contract, if the case may
be, and the leading company. The same information as
for the leading company shall be requested for the
associated company/companies.
·
A list of
ongoing assignments including the start and end
dates and the personnel involved.
One (1) original and (2) two copies of the above
information in the English language should be
submitted to the address below in an envelope marked

December 7, 2009.
